7月7日,国家发展改革委办公厅等四部门发布关于促进大功率充电设施科学规划建设的通知。通知提出,新能源汽车企业自建的大功率充电设施网络,原则上应无差别开放。结合场站条件推广充电站与餐饮、娱乐、购物、汽车服务等融合的商业模式,提升充电服务体验。
通知称,电动汽车充电基础设施是支撑新能源汽车产业发展和新型电力系统建设、促进交通能源领域绿色低碳转型的重要基础设施。随着产业迭代升级,单枪充电功率达到250千瓦以上的大功率充电设施得到进一步普及。
通知提出要加强大功率充电设施专项规划统筹,率先对重大节假日期间利用率超过40%的充电设施实施大功率改造;到2027年底,力争全国范围内大功率充电设施超过10万台。
在强化大功率充电设施运营管理方面,充电运营企业要加快智能运维平台建设,实现大功率充电过程的故障数据记录,提升充电设施运行状态监测和故障处理能力,力争设备可用率不低于98%。大功率充电设施应全量接入政府监测服务平台。
通知还提出要加强大功率充电设施安全管理,充电建设运营企业要严格按照国家标准规定开展大功率充电站选址、设计、建设和消防设施布置。充电运营企业要加强设备采购管理,核验充电桩及配套设备产品合格证明、强制性产品认证(CCC认证)等信息,确保符合质量规定。
在推动大功率充电技术创新应用方面,充电运营企业要加强充电装备技术升级,提高大功率充电设施的运行效率和使用寿命。鼓励对分体式设备采用大功率充电优先的功率分配策略。加快高压碳化硅模块、主控芯片等核心器件国产化替代,推动涵盖零部件、系统集成、运营服务的充电产业链整体升级。面向电动重卡、电动船舶、电动飞机等大容量、高倍率动力电池应用场景,开展单枪兆瓦级充电技术研究与试点应用。
随着新能源汽车渗透率不断走高,新能源汽车企业自建的大功率充电网络,已成为行业竞争的核心基础设施。今年以来,比亚迪、华为、极氪相继推出兆瓦级充电解决方案,充电基础设施竞争进一步升级。
6月底,特斯拉宣布首批V4超级充电桩正式投入使用,覆盖上海、甘肃、浙江、重庆等地服务区,并同步向非特斯拉车辆开放,其他品牌车辆也能充。

The notice states that the charging infrastructure for electric vehicles is an important infrastructure to support the development of the new energy vehicle industry and the construction of new power systems, and to promote the green and low-carbon transformation of the transportation energy sector. With the iteration and upgrading of the industry, high-power charging facilities with a single gun charging power of over 250 kilowatts have been further popularized.
The notice proposes to strengthen the special planning and coordination of high-power charging facilities, and take the lead in implementing high-power transformation for charging facilities with utilization rates exceeding 40% during major holidays; By the end of 2027, we aim to have over 100000 high-power charging facilities nationwide.
In terms of strengthening the operation and management of high-power charging facilities, charging operation enterprises should accelerate the construction of intelligent operation and maintenance platforms, achieve fault data recording during high-power charging processes, improve the monitoring and fault handling capabilities of charging facility operation status, and strive for equipment availability rate of not less than 98%. High power charging facilities should be fully integrated into the government monitoring service platform.
The notice also proposes to strengthen the safety management of high-power charging facilities, and charging construction and operation enterprises should strictly follow national standards to carry out the site selection, design, construction, and fire protection facility layout of high-power charging stations. Charging operation enterprises should strengthen equipment procurement management, verify the qualification certificates of charging piles and supporting equipment products, mandatory product certification (CCC certification) and other information to ensure compliance with quality regulations.
In promoting the innovative application of high-power charging technology, charging operation enterprises should strengthen the upgrading of charging equipment technology, improve the operational efficiency and service life of high-power charging facilities. Encourage the use of a power allocation strategy that prioritizes high-power charging for split type devices. Accelerate the localization and replacement of core components such as high-voltage silicon carbide modules and main control chips, and promote the overall upgrading of the charging industry chain covering components, system integration, and operational services. Conduct research and pilot applications of single gun megawatt level charging technology for high-capacity, high rate power battery applications such as electric heavy-duty trucks, electric ships, and electric aircraft.
With the increasing penetration rate of new energy vehicles, the high-power charging network built by new energy vehicle enterprises has become the core infrastructure for industry competition. Since the beginning of this year, BYD, Huawei, and Jike have successively launched megawatt level charging solutions, further upgrading the competition in charging infrastructure.
At the end of June, Tesla announced that the first batch of V4 supercharging stations would be officially put into use, covering service areas in Shanghai, Gansu, Zhejiang, Chongqing and other places, and simultaneously open to non Tesla vehicles. Other brands of vehicles can also be charged.
